DISTRIBUTION 4.2 (03 June 2009)

New fatures involving the atrometric star catalog debiasing.
It makes use of some HEALpix routines.
New modules:
/src/suit/healpix_types.f90                ! From HEALpix routines 
/src/suit/cat_debias.f90                   ! Interface for star catalog debiasing

New file in lib:
/lib/xcat.bias                             ! Star catalogs bias data file

Major changes to adapt with dabiasing interface:
/src/suit/astrometric_observations.f90
/src/suit/observ_rms.f90

New dependencies:
/src/suit/Makefile

Minor changes related to the set up of the variable change_format.
change_format='INPUT' for the transition from old to new .rwo format.
change_format=' ' no transition.(It may need some improvement, like 
reading the version number of the .rwo file.)
